Consumer confidence in the car market has been undermined because of recent scandals, misleading information concerning fuel consumption, weaknesses in the way passenger cars are approved and because of insufficient market surveillance. The increasing gap between the fuel consumption declared by car makers and real world emissions has also called into question the efforts of car makers to meet EU CO2 targets and has brought into dispute the use of taxation schemes to incentivise low carbon mobility.

The panel discussion will explore a range of issues including:
  • Will the expected new testing method (WTLP) for fuel consumption and CO2 emissions provide more reliable information to consumers?
  • Will the European Commission proposal to reform type approval procedures restore trust in vehicle testing?
  • What are the benefits of a reformed vehicle testing regime for the environment and consumers?
The panel will also discuss the findings of a new study by the Vienna Chamber of Labour (AK) concerning the impacts of too optimistic fuel consumption claims by carmakers on consumers in Austria.
